HOW TO APPLY FOR A PCO LICENCE

ELIGIBILITY

To be eligible for a PCO licence, you need to meet the following requirements:

  1. Be 21 years or older
  2. Have at least 3 years of driving experience in the UK
  3. Have the legal right to work in the UK

If you meet these you will need to have the following documents ready and valid:

  • Passport
  • UK driver’s licence (with at least 3 years of driving experience)
  • National insurance number
  • Proof of address (bank statement/utility bill dated within the last 3 months)
  • Your debit or credit card to make the necessary payments
  • DVLA Check Code

STEP 1

Register for an online account by going on www.tph.tfl.gov.uk (select register) and fill in the form

STEP 2

Once you’ve created your account you’ll see your DBS info and a link to complete your criminal records check on

to complete this you’ll need

  • Passport/ Biometric Residence permit
  • Proof of address history (Last 5 years)
  • Driving Licence ( at least 3 years of driving experience)
  • National Insurance Number
  • Bank statement/utility bill ( dated with the last 3 months )

TIP: From 26th February 2024 TfL expects all new applicants to subscribe to the DBS update service after completing the Enhanced DBS Check.

This lets you keep your DBS certificate up to date while allowing employers to access it online, with your consent. This only costs £13 a year.

STEP 3

You must be medically fit in order to get a PCO licence, meaning you must pass the Group 2 standards of the Driver and Vehicle Licencing Agency (DVLA).

Download the London Taxi and Private Hire TPH/204 Medical application form ( this is available on the first page once you’ve registered your account. Click the link, download it and print it out so that it can be completed by your GP and opticians.

Call your GP and ask for an appointment (state that you need your medical form signed as you’re applying for a private hire licence)

Book and appointment with your local opticians ( most allow walk ins so may not have to book ) – They will give you a check up and fill in your application form

Once you’ve had the TPH/204 Medical application form and the DBS completed, you can now continue with the next steps of the application on www.tph.tfl.gov.uk.

STEP 4

SCAN your documents and upload them. You’ll be asked for your Passport, Driving licence, NI number, Passport size photo (in colour) and your bank details to complete the application

STEP 5

TfL will take 3-4 weeks to process the application

They will then send you an email with the date of your Assessments

The 3 Assessments that TfL expect every new applicant to pass are

  • Topographical Skills Assessment
  • Speaking and Listening Assessment
  • SERU Assessment
